The First NIC was held 32 years ago in the back of 3030 30th St. SE, the home of the late Frank J. Giles. There were over 1,000 kids from the neighborhood, and surprisingly, there were no disturbances. Since the turnout was so overwhelming, Frank and his crew decided to move the NIC to Rock Creek Park, where it continued until 2009.
The original crew decided it was time to turn the NIC over to the Next Generation 2-, and it's now being hosted by Oscar "Bill" Conn, Jr., and his new crew. Bill, Frank's little cuz, spent half of his life following in the big shoes of "Big Frank" and attended most of the NIC's, so it's not surprising he would take it over.
